Not yet, but the BBC has developed a prototype BBC-itunes type site, to be launched in 2011/12, so I understand, to enable you to purchase BBC session and concert radio and tv archive recordings, track by track. I do not know how much of the full peel session bbc digital archive such as they have it* will be available from day one (a legal challenge of securing contractual approval from artists and record companies, i should imagine), nor what the pricing policy or file format(s) will be...

* as Martin w said of listeners' off air tapes, it's ironically very much the same story for the original master tapes inside the BBC: before 77 it's very patchy, but pretty much complete from 79/80 onwards
