You can use a VPN to get around the country blocking problem. I use VPNUK
http://www.vpnuk.info/ in order to fool my ISP (which is BT) into giving me the bandwith that I pay for, as BT use traffic shaping for a good part of the day, limiting the bandwidth available for torrenting. Worth considering and its pretty reasonable.
