You could get Cdex (because it contains the only free version of Lame 
MP3 encoder that I know of) then get MP3Directcut and put the lame dll 
into the MP3DC main directory.

MP3DC records straight into MP3 format and using the lame library you 
can record and whatever rates you want - mono stereo variable etc.

If you have more money than time then buy Total Recorder - an off the 
shelf solution that does the same plus a lot more. Well except MP3DC 
does edit and cut up MP3s and TR doesn't but it is easier to set up.

I notice all these programs are about three versions ahead of the last 
ones I downloaded, so they probably all do everything by now :)
