Here's a little puzzle - just had this fragment of audio sent to me - see sender's email below - sounds to me quite a fast, punchy track, maybe The Teardrop Explodes or similar?

Can anyone id?

I am sorry to address you,but I need your help.
I used to record music from J.Peel's programs on BBC World Service,starting Nov.1982.In Apr/May 1984 I recorded a song,of which due to accidental negligence,only 9 sec. have left.This is probably the best song I've ever heard.
On my tape it is positioned between Farmer's Boys'"Apparently"and Cravats/DCL Locomotive's"King Midas in reverse",both of which were released in April 84.
I missed Peel's announcement or maybe it was difficult to catch-anyway,I am not able to identify the band.As I remember most of the track,the general impression is of a somewhat jazzy/dance act,maybe with elements of Pigbag,Red Guitars,APB,This Final Frame.
I also considered the F.Boys,but it was not them.
I have attached the mp3 of all that has remained.Although difficult,I can hear the following things:Appart from th 4/4 drums,additional timbales or congas,brass(trumpet?),guitar?,a tiny keyboard throughout,the voice at the end may say "Join dance..."As a
whole,the  structure was repetitive,monotonous,with sparse vocals,sounding like chorus. After singing something like "join us to dance"-2 bars,repeatedly,he then goes  5 notes higher to say the same -1 bar,then returns down for 1 bar.
 
I would be very much obliged to you if you could help me with your advice as to my search.
I am taking this very seriously,but this piece is really great.
