No, no, no.  As Mark says, this is Norman Lovett.  Trying to sound like John Peel.  Taking the piss, gently.  Towards the end there is reference to a ‘Kenny Dalglish blow-up doll!  The track is called “John Peel Sings The Blues Badly’.  You can find Norman doing it on youtube.
