who can use the mooo server ?

The mooo server seems to grow with contributions from many of the people on here. Is it a closed shop or can anyone add bits ? Do you need to get permissioned or something ?

I sent some stuff directly to Steve a year,or more, ago - but I'm guessing he'd prefer not to be the conduit for everything.
