On the BBC side of things, it's probably tied in to their occasional
attempts to allow and promote third party access to their data. For
instance, there are API's that you can use to construct your own BBC
programme schedule website - see here:
http://www0.rdthdo.bbc.co.uk/services/api/

Although not all of the links on the home page (at dbtune) are
working, what there is there seems to be the result of a BBC Hackday -
ie the BBC encouraging others to come up with ideas of how to use and
present the data that the BBC has. Most of what you'll find there is
programmer-orientated, so if you don't understand it, it's not
something that you need to know anything about.
