Basically, anything that touches the tape, and in
particular the outer surface of the tape, needs to be
cleaned. 
 The playback head, which is the one in the middle, is
the most important; any brown residue, which is the
magnetic oxide dust, needs to be removed. The record
head, which is the one usually to the left of the
playback head, obviously needs to be clean if you're
still using the deck for recording, and the rest of it
should be cleaned to avoid transferring oxide to the
heads, and to prevent wear.
 Btw, 'cleaning fluid' is usually just isopropyl
alcohol at twice the price ;-)
