When you delete a file the first thing the operating system does is remove the entry in the file table that identifies where the file is - a bit like ripping out the contents page of a book. The file itself is still there, but there is no way to locate it. You can retrieve it with special software like you say - but the problem is that when you write new files it will eventually overwrite the physical sectors of the disk where the lost file resides. If your disk is neary full then the chances of the deleted file being overwritten are much higher as there will be fewer free sectors to write new data to.

Usually the specialist software costs money but there are some trial or free versions out there
