To reduce speed in Audacity :

1 import file via 'file'>'open'
2 'edit'>'select'>'all'
3 'effect'>'change speed' - enter -6, -7 or -8(according to taste)
4 'edit'>'preferences'>'file formats'>'bit rate'=320
4 'file'>'export selection as mp3'
