[peel] Extract from Radio Active (1987)

Thanks Ian and Phil,
I've re-encoded the file to make it smaller ... but still seems to be
marginally to be.
(the upload fails without an error message).
I need about 2.8MB in total now - and it looks like there is 3 free ... but
maybe their percentages are a bit inaccurate and just needs one more small
file to go.
