water, water everywhere

Hi.

   Does anyone remember a song on the Peel show in about
1980 / 1981. I used to have it on a tape next to the amazing
"Ricky's Hand" by the late Fad Gadget. The chorus (or prominent
lyrics) was something like "water, water everywhere" and I think
it was a new-wave / electropop-type number. Who was it by, and what
was it called ? I emailed Peel a few years ago and got no reply.
Please help me to rebuild a portion of my wasted youth !
