[peel] Rob Da Bank to fill Peel slot "for forseeable future"

I suppose it's a good choice. Rob has done a good job in the preprogrammed
slots. He has a decent manner.  Lets hope his taste broadens as he goes
through all those piles of new recordings. I really think he's a much better
choice than most of the in house alternatives.
